Jurisdiction

Australia has a number of pieces of Commonwealth Legislation in relation to Petroleum and Minerals Exploration, examples are; PETROLEUM (SUBMERGED LANDS) ACT 1967, and OFFSHORE MINERALS ACT 1994 . As well as Commonwealth Legislation, there is also State and Territory Legislation concerning Mineral and Petroleum exploration and mining. This, and other issues have initiated the formation of forums such as the Ministerial Council on Mineral and Petroleum Resources (MCMPR) . The MCMPR was established by the Council of Australian Governments (COAG) in June 2001 to subsume the minerals and upstream petroleum component of the former Australian and New Zealand Minerals and Energy Council (ANZMEC).

The Council consists of the Commonwealth Minister for Industry, Tourism and Resources and State and Territory Ministers with responsibility for minerals and petroleum. The New Zealand Minister of Energy and the Papua New Guinean Minister for Mining and the Minister for Petroleum and Energy have observer status.
